The Commission of Inquiry Respecting the Muskrat Falls Project would like to provide the opportunity for citizens to share their thoughts about the project and/or the Inquiry. The Inquiry has enlisted the assistance of Memorial University’s Harris Centre to manage the public consultation process on their behalf. Please review the following details as you prepare to complete this form.
Do I need to register if I wish to speak at the session?
Yes, to ensure there is enough time allocated for each person, you must register if you wish to speak at either of the two public sessions.
Am I guaranteed an opportunity to speak?
The Harris Centre will do its utmost to provide time for all interested persons to speak. However, anyone who is unable to speak at the public session will be invited to submit their comments online through the online submission form
. Parties with standing before the Inquiry and their counsel are not permitted to participate.
How much time can I have to speak/present?
Each speaker will be given 5 minutes
to present their comments. It is therefore recommended that you prepare your statement in advance to ensure your comments can be shared in the allotted timeframe (this amounts to approximately 500-650 words
). PowerPoints or other visual aids will not be accepted during the public consulation process. Any supporting documents such as this can be uploaded through the online submission form

What aspects of the Muskrat Fall project can I comment on?
The Commissioner is only able to act on comments that fall within the scope of the Muskrat Falls Inquiry. This includes things related to the economic or business case and costs of the project, as well as the management of the project, but does not include any criminal or civil responsibility, or current or pending court cases. Comments related to environmental impacts of the project are generally outside the scope of the Inquiry, but can be considered with regard to assessing the measures taken by Nalcor and the Government of Newfoundland and Labrador to address whether these concerns were reasonably considered.
